Who do I contact regarding Use of School/District Facilities?

 Initial contact for use of a school facility must be made at the school office of the facility to be used. Permission for use will be granted by the Principal or Designee and will also provide the standard rental form to be completed and signed by each applicant.

When do I need to reserve facility use?

All copies of the agreement for rental of school facilities of the Glendale Elementary School District shall be submitted to the designated administrator of the appropriate school/site at least two weeks prior to the date of the activity.

Do I need insurance?

Yes.  This insurance shall be provided in the minimum limits of $1,000,000 combined single limit for Bodily Injury and Property Damage.  Contact your insurance agent for coverage.  

When is payment due?

Payment shall be made in advance of use.

Who do I make the check payable to and where do I send it?

The amount to be remitted is the Total Charge which will appear on the agreement when it is approved. Cashiers checks, certified checks, money orders or checks drawn by established organizations must be made payable to: Glendale Elementary School District Civic Fund, Attn:  Facility Use, 7015 West Maryland Avenue, Glendale, AZ  85031. 

How do I cancel the event/activity?

An application may be cancelled and any payments made to the School District refunded if the cancellation notice is received twenty-four hours prior to the time of the event. Notice of cancellation of a scheduled Sunday use must be received by 4:00 p.m. on the preceding Friday. If such notice of cancellation is not given, the permit holder will be held responsible for all charges.

When requesting to use the cafeteria may I use the kitchen?

Separate arrangements must be made directly with the Administrator for Food Services at least three weeks prior to the activity date for the serving of food and/or use of kitchen facilities. Cost for the Food Services help will be billed separately by the Food Services Division.

CLASSIFICATIONS & FEES:

CLASS DEFINITIONS

CLASS I This category of user is exempt from facility rental fees, but subject to all personnel and other out-of-pocket costs incurred by the District. This class includes:

  • Organizations directly associated with the District, and conducting activities for District school-age children. Examples include staff and student groups or clubs, school teams, Parent Council, PTA/PTO, booster clubs, etc.
  • Groups or District Departments conducting staff development, in-service or other job-related training classes primarily for District personnel, and at the request of a District administrator
  • CLASS II This category of user is for non-school sponsored non-profit service organizations whose academic or recreational activities involve District school-age children. This category of user is also subject to all personnel and other out-of pocket costs incurred by the District. Equipment rental fees apply to this category of user. Included in this class are:

    1.  Youth organizations (i.e., Boys/Girls Clubs, YMCA, Scouts, Campfire, Little League, Pop Warner, Soccer, etc.), Rotary, Lions, etc. Note Requirements for this class are:

    a. State tax identification number other than a social security number.

    b. An IRS letter of determination indicating a 501© organization

    c. A copy of Articles of incorporation indicating a non-profit organization in "good standing".

    2.  Churches and religious groups.

    3.  Home Owners Associations.

    4.  National or State educational organizations using District classrooms for instructional purposes.

    5.  Units, or elected officials, of Federal, State or local government, or local civic groups when conducting community or official business within the District. This includes the Parks and Recreation Department of the City of Glendale unless other joint use and facility agreements exist.

    THE SUPERINTENDENT/DESIGNEE MAY WAIVE/DECREASE FEES BASED ON IN-KIND SERVICE/ACTIVITY. 

    Goods and Services Contributed a person, group or organization may contribute goods or render services as full or partial payment of the user fee. The value of the goods will be determined by the District based up on established market price, trade in value, posted prices or where these methods prove impractical, appraisal or barter may be employed so long as the procedure is advantageous to the District. The value of services rendered shall be based upon the hourly wages of a beginning employee of this or another Arizona School District performing similar functions as determined by the District. Should disagreement between the contributor and the District occur as to the value of the goods or services offered, the District reserves the right to refuse to accept the offer.

    CLASS III

    1.  Non-profit groups who do not qualify under Class I or Class II (organizations whose academic or recreational activities involve District school-age children).

    2.  All commercial, profit-making individuals and organizations, regardless of the purpose for their use of facilities. Note: Any activity of a profit-making organization for the purpose of donating profits or proceeds to the District, or a public charity, does not change the rental fee rate from the Class III schedule.

    FEE SCHEDULE – Effective 7/1/05 (Rates subject to change yearly upon School Board approval)

    A custodial charge of $30 per hour is required for special setup, large groups, and/or special equipment needs. All workers scheduled for activity will be paid through GESD payroll. The lessee must not pay any employee directly for services rendered.

    PLEASE NOTE: A school always has first priority & a user group may be required to relocate. There will be no use of school facilities during parent/teacher conference weeks or recess days. We will try to make any relocation as effortless as possible.
